A directory records what a firm says. The register records what can be shown.

Capacity Signal is a register of supplier claims for defence maintenance and sustainment work in Canada. Every claim carries its source, its retrieval date, its reviewer, and a status that says how far it can be relied on. Some drop to unverified. That is the point.

Illustrative research preview. Every supplier in this register is fictional and no finding about any real firm is published. The structure — claim, source, date, reviewer, status — is the product.

Three statuses. No score.

A status is a routing instruction: what has been shown, and what to verify next. Colour never carries it alone; shape and outline do the same work in greyscale.

Evidence status: established. Reviewed
A named reviewer read the source in context and recorded that it directly supports the claim as worded.
evidence: established
Evidence status: partial. Supported
One or more open sources are consistent with the claim, but the support is indirect, secondary, self-declared, or not yet reviewed in context.
evidence: partial
Evidence status: open. Unverified
The claim is material to the decision and no adequate open source has been found, or the only source has aged out of its window.

Method

From an open source to a status.

  1. 01

    Frame

One buyer question, a bounded geography, a bounded set of work packages, and a stated inclusion rule.

  2. 02

    Retrieve

Open sources only. Every retrieval keeps a snapshot and a date; every source class carries a freshness window.

  3. 03

    Grade

A claim is Supported when a source is consistent with it, Reviewed when a named reviewer confirms the source says it, Unverified when nothing adequate was found.

  4. 04

    Publish and correct

A dated, versioned brief with limits stated. Corrections are free, reviewed by a person, and appended — never edited in.

Read the methodology

Two readers

Useful to buyers. Fair to suppliers.

For buyers

A compliance or sourcing manager gets what an auditor will ask for: what was relied on, from where, when, and by whom. Commission a brief around a work package, a geography, or an evidence gap. Commissioning defines the question, never the answer.

How buyers use a brief

For suppliers

Participation improves the evidence on your record, not your favourability. Correction is free, needs no account, and accepts no uploads. Unverified means unverified — not deficient.

What this site does not know

  1. 01

It does not know current capacity.

Throughput, workforce, and shift availability are not in any open source. Where a figure appears it is self-declared and marked as such.

  2. 02

It does not rank, score, or certify.

A status says how far a claim can be relied on and what would move it. Absence from a register is not a negative finding.

  3. 03

It does not see inside controlled goods.

Registration status under the Controlled Goods Program is public and in scope. Controlled content is excluded outright, permanently.
